Background
Rural and inner areas will have to face important challenges that will have an impact on the whole territory, both rural and urban. They will play a key role in the green and digital transition in Europe. This is well stated by the European Commission (EC) in the Communication “A long-term Vision for the EU’s Rural Areas – Towards stronger, connected, resilient and prosperous rural areas by 2040” (EC, Brussel 30.06.2021). In this view, policies should be planned by means of the contribution of local communities in a place-based approach. Hence, local actors’ participation will be a key element for the success of these policies and this still represents one of the most important challenges for regional and local policy makers, especially in peripheral and lagging regions. In these places, local actors often suffer from a lack of awareness on viable strategies of development. For example, rural farmers are often not aware of their role for a complete green transition of territories. This lack of awareness is usually associated with the aging of rural communities and the lack of digital culture. On these issues, empirical research is still limited and additional knowledge would help policy maker to plan effective strategies of development.
