Introduction and Scope
The National Recovery and Resilience Plan (PNRR) represents an unprecedented socio-economic investment strategy in Italy’s modern history. Financed primarily through the European Union’s Next Generation EU initiative, the plan is explicitly designed to accelerate the twin green and digital transitions, upgrade national infrastructure, and systematically reduce long-standing structural disparities.
Crucially, the success of the PNRR hinges not only on central state directives but also on the effective deployment of projects at the sub-national level. Because a significant portion of the total allocation is managed or executed by local entities, the territorial dimension of the NRRP has emerged as one of its most important analytical topics and critical operational bottlenecks.
This special issue aims to gather rigorous theoretical, methodological and empirical contributions evaluating the state of advancement of the PNRR across diverse Italian territories. We invite papers that critically analyse the systemic challenges, administrative determinants, and spatial outcomes of this historic policy experiment.
